The Eugene Water & Electric Board (EWEB) is seeking a General Accounting & Treasury Supervisor to join the Finance team and provide oversight for:

Financial statements and management reporting
Treasury operations
Core accounting activities including monthly financial close, account reconciliations, accounts payable, and payroll
Monthly and quarterly financial statement analysis
Complex financial modeling and analysis

The ideal candidate is a team-focused leader with utility experience in all governmental accounting aspects. The selected candidate will have strong supervisory experience, demonstrated experience in public accounting, strong interpersonal communication skills, and an ability to adapt to shifting priorities in an ever-changing environment.

The General Accounting & Treasury Supervisor is primarily responsible for:

Supervising, managing, and reviewing work deliverables of professional analysts, payroll, accounts payable, and grant staff as well as other accounting and reporting functions to ensure accounting records are complete and accurate.
Reporting accurate, timely financial and operational performance variances against target including trend analysis and interpretation of movements in key performance indicators.
Ensuring all accounting transactions are properly recorded in accordance with organizational policies, budgetary requirements, and generally accepted accounting principles.
Cash management, cash flow forecasting, and reviewing/recommending improvements in cash and investing management activities while ensuring financial obligations are met in accordance with EWEB financial policies and procedures.
Managing strategic finance initiatives, including financing and refinancing activities and managing relationships with ratings agencies.
Engaging with management at varying levels for the purpose of problem-solving on any matters impacting the utility's financial position and translating financial results into a narrative that enables executive management to establish a major operational and financial strategy.
Preparing and presenting financial, operating, and planning reports to utility management and the Board of Commissioners.
Managing annual financial audit and relationship with financial auditors.
Evaluating and managing EWEB's financial systems and applications to meet financial reporting and budgetary requirements. Research, reviews, coordinates and facilitates the design and implementation of automated accounting/financial Enterprise Resource Planning (ERP) systems and applications.
Leading/Actively participating in business transformation initiatives including system implementations as they relate to the accounting team.
Developing, recommending, and implementing policies, processes and systems for improving outcomes within the department. Develop more efficient procedures and use of resources while maintaining a high level of accuracy.
Serving as a trusted finance business partner across the organization and the executive team for fiscal and budget-related issues.
Creating and sustaining a team-centric environment designed for dynamic collaboration and consistent accountability which supports a high-performance work team.

The starting annual salary for this position is $107,006.45 to $142,675.19 commensurate with knowledge, skills, education, and experience as it relates to the position.

This position is based in Eugene, Oregon; however, it has been approved as a hybrid work arrangement involving a combination of telecommuting and working on-site at our Roosevelt Operations Center. The selected candidate must live in the state of Oregon. Out of area candidates may be eligible for a relocation reimbursement.

Minimum Training and Experience Required:

Minimum Experience: Eight years of progressively responsible work experience in a directly related financial area/field. Four years of direct supervision in a multi-functional work environment OR an equivalent combination of professional, senior, lead, or project management experience may satisfy the supervisor requirement.

Professional license or registration: CPA certification required. Active or Inactive license status is acceptable.

Education: Bachelor's Degree in finance, accounting, economics or related field.

Desirable education, experience, training, and certifications: Master's Degree or CMA certification. ERP system experience preferred.

Equivalency: An equivalent combination of experience and training that demonstrates the required knowledge, skills, and abilities may be qualifying.
