federal program management office in National Capital Region. Join

Responsibilities You will be instrumental in guiding the
acquisition strategy with an eye toward agile contracting that
streamlines awards for the latest technological advancements in
border security products. You will apply modernized processes and
practices aligned with emerging technologies for maximum agility
and efficiency to accommodate dynamic requirements. Your
interdisciplinary IPT will adapt to changing environments and end
user demands, providing a comprehensive perspective on risk and
mission objectives for effective avoidance of risk and cost.You
will develop artifacts required by DHS MD 102-02 and the
acquisition life cycle framework (ALF) to successfully obtain
milestone approvals. Representative responsibilities: Develop and
update program management plans and life-cycle cost estimates
Develop market research plans, analyses, and acquisition plans
Compile and develop cost estimation and acquisition program
baseline documentation Support the planning, programming,
budgeting, and accountability process for resource allocation
planning, congressional justifications, and acquisition planning
Acquisition Program Baseline (APB) Operational Requirement
Documentation (ORD) Concept of Operations (CONOPS) Test &
Evaluation Management Plan (TEMP) SELC Tailoring Plan Project
Management Plan (PMP) You will develop artifacts required to
successfully procure the resulting COP program equipment and
services including: Market Research Analysis Acquisition Plan (AP)
Independent Government Cost Estimate (IGCE) Performance Work
Statement (PWS) Statement of Objectives (SOO) Request for Quote
(RFQ) Qualifications 10+ years' experience and a Master's degree in
business, management, finance, or a related discipline; or 12+
years and a Bachelor's degree DHS Acquisition background desired
Experience supporting multi-functional technical engineering teams
for large, complex programs Experience with DHS MD 102 and
acquisition support for complex system acquisitions Certification
in acquisition management such as DAWIA is desirable A true team
player who maintains a positive attitude in a dynamic environment.
Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and
SharePoint Ability to communicate clearly with a variety of
stakeholders Ability to effectively solve problems Strong
communication skills, both oral and written Ability to pass a
government background investigation, including financial, criminal,
residential, educational, foreign affiliation, prohibited substance
abuse, and employment verifications; an active U.S. Customs and
Border Protection Background Investigation (BI) is r equired .
