The Employee and Labor Relations (ELR) team is committed to
promoting effective, fair, and professional relationships between
the university and its employee groups. The ELR team partners with
University leadership and supervisors to administer employment
strategies which support the University's mission and strategic
initiatives.
Employee & Labor Relations is a unit within Human Resources in the
Finance and Administration portfolio. Finance and Administration is
a vibrant and varied portfolio serving all aspects of campus life.
Our employees perform a wide range of functions including offering
essential financial tools and support to the university's many
departments, providing key resources to employees, and keeping
campus safe, clean, accessible, and beautiful. Position Summary
The Senior Director, Employee & Labor Relations reports to the
Chief Human Resources Officer. The person in this position is
responsible for overseeing the implementation and day-to-day
administration of the University's five collective bargaining
agreements. The Senior Director serves as the primary contact for
United Academics and collaborates closely with the Office of the
Provost in matters concerning bargaining and implementation of the
faculty contract. The senior director serves as a key member of the
CHRO's leadership team.
The Senior Director's activities will include leading and guiding a
team of labor and employee relations professionals; providing
collaborative and consultative advice and counsel on labor contract
and personnel rules interpretation, application, and compliance for
the university; serving as a member of the HR management team;
collaborating with the Office of the Provost and Academic Affairs,
the Graduate School, Office of General Counsel, and other units to
ensure that all units work in concert to provide seamless service
and support to the University; leading fact finding investigations,
responding to information requests, and representing the university
at arbitration, mediation, and appeal hearings; conducting analysis
and assessments, preparing reports and advisories, and recommending
policies and programs that enrich and promote the integrity of the
university's labor relations functions; keeping current in the
occupational field to include new developments in concepts,
practices, and regulations; and researching and analyzing the
impact of changes in regulations and trends on operations.
The position oversees the University's employee ADA process and
annual affirmative action plan reporting. Minimum Requirements
--- Bachelor's degree and five years progressively responsible
leadership experience in labor relations, or any combination of
education and experience which clearly demonstrates the ability to
successfully perform the essential functions of the job in a
university setting comparable to the University of Oregon.
--- Labor relations experience to include labor contract
negotiations, development of negotiation strategies, contract
interpretations, and contract administration.
--- Experience supervising a team of professionals. Professional

--- Demonstrated knowledge and understanding of faculty labor
relations.
--- Demonstrated knowledge of various areas of academic personnel
management in a university setting.
--- Demonstrated ability to write and edit complex policy,
procedure, and other technical prose.
--- Demonstrated strong analytical and critical thinking skills,
and ability to analyze, summarize, and effectively present
data.
--- Ability to demonstrate tact, diplomacy, and nuanced
understanding of the communication needs of different
audiences.
--- Ability to manage confidential or sensitive information and
issues responsibly.
--- A commitment to and experience with promoting and enhancing
diversity and equity.
--- Ability to work and solve problems independently as well as in
a collaborative team environment.
--- Ability to represent the University in an appropriate and
professional manner.
--- Demonstrated leadership, organizational, and management skills,
and the ability to prioritize multiple projects in a university
setting.
--- Ability to work across partisan and ideological lines to build
consensus for university and faculty issues.
--- Ability to foster and maintain a strongly collaborative
relationship with key institutional stakeholder groups including
Office of the Provost and Academic Affairs and Office of General
Counsel.
--- Demonstrated ability to act with integrity and maintain highest
standards of ethical practice. Preferred Qualifications
--- A master's degree or juris doctor degree with experience in a
similar position at a college or university comparable to the
University of Oregon.
--- Advanced training in a related field such as labor relations or
human resource management.
--- Knowledge of Oregon employment law, in particular the Public
Employee Collective Bargaining Act, and the Oregon Employment
Relations Board.
--- Familiarity with university organizational structure, policy,
