General Statement of Duties The City of Eugene is seeking an experienced Corporate Software System Manager (CSSM) to lead diverse and complex projects associated with the City of Eugene's PeopleSoft Enterprise Resource Planning (ERP) system (Procurement, Finance, Payroll, Human Resources and Benefits) The CSSM will ensure strategic alignment between business needs of various City departments and the functionality of the ERP system based on an established corporate software governance structure. They will manage all aspects of PeopleSoft-related City projects with direct accountability to the Corporate Software Policy Team.-- The CSSM position resides in the Central Services department, which includes the following divisions: Information Services, Risk Services, Finance, Human Resources, Facilities Management, City Manager's Office and Municipal Court. In this form of government, the city council develops legislation and policies to direct the City. The city manager, hired by the city council, provides administrative direction to the organization, oversees City of Eugene personnel and operations, and carries out the city council's direction. Qualifications The successful candidate will demonstrate the following key skills/experience:-- --------------------Expertise and experience with Project Management methodology based on project management principles.-- --------------------Experience facilitating complex decision making among multiple executive stakeholders with different interests and priorities.-- --------------------Skill in strategic planning, program management, group motivation, discipline and diplomacy.-- --------------------Budget development and administration principles and methods.-- --------------------Experience in vendor/contract management and negotiations.-- --------------------Advanced leadership skills, with the ability to successfully serve as a supervisor, coach and mentor to others.-- --------------------Experience developing and implementing benchmarks and metrics in support of improved quality and process design.-- --------------------Demonstrate knowledge and skills in assessing and mitigating risks through risk planning and management.-- --------------------Proven experience in business development and/or strategic and tactical planning and execution including marketing, communications and financial planning.-- --------------------Experience as a speaker in a professional presentation environment, such as conferences and association meetings.-- --------------------Capacity to manage projects with multiple project teams, product development lifecycle, or quality lifecycle.-- --------------------Ability to inform and influence senior leadership, management and individuals in various parts of the organization to work toward successful outcomes.-- Minimum Requirements-- Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be: Education:-- Equivalent of a Bachelor's degree from an accredited college or university with major coursework in business administration, communications, information technology or a closely related field.? Master's degree in related field preferred.-- Experience:-- Five years of increasingly responsible professional experience in project or program management; and at least 1 year of experience demonstrating working knowledge of all ERP System modules in finance, accounting budgeting, human resources, payroll, benefits, accounts payable/receivable, or other software components.-- The following certifications are preferred:-- --------------------Project Management Professional (PMI) certification --------------------Six Sigma, Lean, CQIA or other nationally recognized certification OregonLive.com.Category: Executive, Keywords: Project Manager
