Examples of Duties Performed - Duties may include but are not limited to the followingKnowledge of:Scientific analytical methods and processes and how to apply them.Principles, procedures, techniques, and trends in identification, collection, handling, preservation, and analysis of physical evidence; expert knowledge in areas of specialization.Principles, procedures, techniques, and trends in Forensics: toxicology, forensic biology, firearms, tool marks, hair, fiber, and other trace evidence.Basics of forensic video analysis, surveillance evidence, recording, and image comparisons techniques.Modern methods and techniques of criminal investigation and crime scene reconstruction techniquesOSHA safety rules and safe handling procedures for chemicals and unknown substances. Principles and procedures of criminal law, rules of evidence, and court procedures.Principles, methods, and techniques of developing including using powders, chemicals, dye stains, photography, and electronic processing off friction ridge detail.Principles, methods, and techniques for taking, clarifying and printing photographs; surveillance and aerial photography techniques.Use and maintenance of scientific analytical instruments: various types of microscopes, forensic light source, electronic scales and similar equipment, and video and photographic equipment.Appropriate computer and surveillance programs and systems Ability to:Satisfactorily complete the Department's Forensics Evidence Basic Training Program within the 12 month probationary period.Exercise considerable initiative and independent judgment within limits of established practices and procedures both in laboratory and field situations.Follow prescribed analytical procedures and methodsPrepare detailed analytical written laboratory notes and reports.Operate a variety of instruments and equipment and follow specific processes involving use of computer, research microscopes, photographic and video equipment, fingerprint processing equipment, and small, specialized tools.Operate a variety of computer hardware and software systems, including word processing, other specialized databases, video editing programs and Adobe Photo Shop.Operate applicable motor vehicles.Work well with employees, representatives of other agencies, and the public. Show good judgment and retain observed details.Advise and instruct coworkers and police personnel; present training classes as required.Maintain physical agility to move heavy objects and reach difficult crime scene environments.Work outdoors and in varied weather, as required.Work around deceased subjects in violent crime scene settings.Communicate effectively, both orally and in writing and explain scientific, technical matters in an understandable manner. Function and qualify as an expert witness in area(s) of specialization.Keep updated on technical knowledge in field and obtain specialized training as needed. Must be available on-call during off-duty hours and able to respond as required.Must be able to travel to maintain training and proficiency in assigned disciplines.QualificationsPASS A POLICE BACKGROUND INVESTIGATION, including National Crime Information Center/Law Enforcement Data System clearance and National fingerprinting-based record check will be conducted.Education: Bachelor of Science degree in Biology, Chemistry, Microbiology, Biochemistry or forensic science. Other Science Degrees will be considered based upon relevant course work.A master's degree in a related field may substitute for a bachelors degree.Experience: Two years of general work experience with one year of forensic or related analytical work. Work experience in a forensic setting or laboratory (non-academic) is preferred.License and Certificate: Satisfactory completion of department approved basic and advanced fingerprint, or basic and advanced forensic video analysis courses or an equivalent, or the ability to obtain within a reasonable amount of time (depending on assignment).Must obtain DPSST Instructor certification within one year of completing the 12-month probationary period.Valid Oregon driver's license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).Supplemental InformationSelection Process Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training.
