and experience. Position SummaryOregon State University - Cascades
( OSU -Cascades) is seeking a full-time Talent Acquisition Partner
( TAP ). This is a full-time 12-month professional faculty
position. A successful TAP is willing to learn and develop while
making meaningful contributions to a growing campus in beautiful
Bend, Oregon. The TAP is a key contributor toward achievement of
campus initiatives by understanding organizational priorities and
translating them into actions for recruiting diverse and quality
talent. This position assures the proactive recruitment and
retention of high quality and diverse employees through the timely
and efficient application of best practices, policy and procedures.
The TAP manages the full life-cycle recruitment process for OSU
-Cascades. This includes sourcing, ensuring a diverse pool of
applicants, screening and managing candidates through the interview
process and as the subject matter expert, provide consultative
guidance and advice on recruitment best practices. The TAP builds
relationships with hiring managers which includes, understanding
their business needs, culture, and talent needs. The position
serves as a resource for customers and works toward establishing
OSU -Cascades as an employer of choice, both locally and
nationally. The TAP is a highly visible, key representative of OSU
-Cascades, both internally and externally, and exercises a service
excellence approach to all interactions.OSU -Cascades is a campus
of Oregon State University ( OSU ). It is a small and personable
four-year university in beautiful Central Oregon. We are the only
university in Central Oregon that offers both baccalaureate and
graduate programs. Our 10-acre campus is the first public
university to open in Oregon in more than 50 years with plans to
expand academically with new degree programs over a 10-year period.
The campus is comprised of 4 OSU -Cascades buildings with a 5th
currently in construction. There are over 1,300 students with 175

team comprised of the Associate Director of Human Resources and
Human Resources Consultant. As a key member of the OSU -Cascades HR
team, the TAP will play a critical role in the growth and
recruitment of our talent as OSU -Cascades continues to expand and
serve the students and community of Central Oregon. In addition,
the TAP reports directly to the Associate Director of Human
Resources and will get to work with a dynamic, customer-centered,
innovative team of professionals supporting all aspects of the
campus' business solutions.Position Duties65% Full-Cycle
RecruitmentManage all phases of the recruitment process including
job postings, position advertisements, search committee
communications, candidate communications, and proper documentation.
Utilize applicant tracking system, worksheets, templates,
presentation software, and custom tools.Build and maintain a strong
pipeline of qualified and diverse candidates and cultivate a
network of talent through direct sourcing, referrals, social media,
networking, recruitment events, professional communities,
etc.Oversee search processes; provide training on OSU -Cascades
search process and best practices to search committees; participate
as necessary on search committees to provide guidance and ensure
compliance in all areas of the search process.Ensure that OSU
-Cascades commitments to creation of a diverse community,
elimination of discrimination, and equal opportunity in employment
are reinforced through consistency of actions in the recruitment
and selection process.25% Classification and Compensation
AdministrationAssist hiring managers with development of Classified
and Unclassified position descriptions for new and modified
positions. Review and approve Classified and Unclassified position
descriptions. Determine correct position allocation and/or
assignment within the appropriate classification and compensation
structure. Review and effectively recommend actions for classified
positions including appropriate appointment type and employment
class.Review position descriptions to determine whether exclusion
from bargaining unit criteria is met and documented to determine
appointment type.Review positions to determine FLSA status in
compliance with federal requirements.Conduct salary data analyses
as needed.5% Talent Acquisition StrategyUtilize recruitment market
trends tools to inform best practices for sourcing
efforts.Implement recruitment strategies to achieve diversity goals
and initiative based on OSU -Cascades' Affirmative Action
Plan.Maintain recruitment metrics and report key performance
indicators to measure progress toward University strategic
priorities and goals.Partner with the OSU -Cascades Associate
Director of Human Resources and University Human Resources to build
scalable Talent Acquisition processes and programs, including but
not limited to; sourcing, recruitment strategy, candidate
experience feedback, interview training, and new-hire
onboarding.Drive initiatives to create excitement about OSU
-Cascades and to brand it as an 'employer of choice'.5% Other
Duties as AssignedMinimum/Required QualificationsBachelor's degree;
AND three years of professional level human resource
experience.Knowledge of state and federal employment laws, rules
and regulations.Proficient in the use of applicant tracking
systems.A demonstrable commitment to promoting and enhancing
diversity.Demonstrated ability to identify and implement strategies
for creating robust and diverse candidate pools.Ability to manage
multiple tasks concurrently, undertake work assignments with
initiative, in an environment of competing priorities and
consistently meet due dates and timelines as assigned.Exceptional
customer service skills.This position is designated as a critical
or security-sensitive position; therefore, the incumbent must
successfully complete a criminal history check and be determined to
be position qualified as per OSU Standard 576-055-0000 et seq.
Incumbents are required to self-report convictions and those in
youth programs may have additional criminal history checks every 24
months.Preferred (Special) QualificationsThree years of human
resources experience that included full-cycle recruitment
experience that includes developing position descriptions and
proactively sourcing candidates for hard to fill positions (ie.
creating recruitment plans, using Linked In, database
mining).Demonstrated experience managing a requisition load.Strong
attention to detail and consistent follow-through in a fast-paced
environment.A consistent track record of sourcing, recruiting, and
closing extraordinary talent, especially passive talent.Knowledge
of trends, systems and techniques that contribute to the effective
management of talent acquisition processes, including but not
limited to behavioral based interviewing and selection
methods.Demonstrated abilities to communicate effectively, both
verbally and in writing, to a broad spectrum of audiences using a
variety of media.Must be creative problem solver, innovative
thinker and capable of independent action and
decision-making.Experience within higher education that
demonstrates familiarity with the variety of higher education
positions.Professional in Human Resources ( PHR ) or SHRM Certified
Professional ( SHRM - CP).Working Conditions / Work ScheduleNormal
office environment with potential for some remote work.Work hours
as required to complete assignments, core hours 8 am to 5 pm,
