General Statement of DutiesThe City of Eugene Planning & Development Department is accepting applications for a full-time Senior Planner opportunity with the Metro and Community Planning team. Position is open until filled. First review of applications is August 7, 2019. During that time, Eugene is estimated to welcome approximately 34,000 new residents. The core values of the community and the project are expressed in the Seven Pillars of Envision Eugene, which include providing housing affordable to all income levels, providing ample economic opportunity to all community members, and promoting a compact urban form connected by efficient transportation options. The project reached a crucial milestone in July 2017 with the Eugene City Council's approval of the Urban Growth Boundary proposal. Following City Council action, the Envision Eugene team is working on a wide range of projects needed to implement the breadth of the community vision. Implementation of the plan makes up a major portion of the Planning Division's work program for many years to come. This leader will oversee program areas related to how our city looks, feels, and functions for all community members into the future, consistent with Envision Eugene values and implementation priorities.The ideal candidate has 8 or more years of experience in the field of long range planning with a city or planning and design firm. Experience leading public projects and deploying planners and designers with various technical skills is a plus. Professional qualifications may include AICP certification, public involvement certification (such as through IAP2), technical analysis skills, writing and analytical skills, and public presentation skills in various settings, including community groups, associations, committees, Planning Commission and City Council.Current projects for the Metro & Community Planning team span a wide variety of planning, public involvement, and design work. Opportunities for the successful candidate to lead include the in progress River Road and Santa Clara neighborhood plan, the River Road transit corridor study (large Federal Transit Administration grant), and MovingAhead (investment planning along key corridors with Lane Transit District). Other work the team is currently advancing includes Willamette to Willamette - Connecting Downtown to the River, a Design Consultation program, the Town Square planning and design project, and the creation of community design handbooks and manuals that complement our land use regulations.In addition, the Metro & Community planning team collaborates and supports partner teams in pursuit of our community vision of a compact, connected, livable Eugene. ONLINE APPLICATIONS ONLY.Examples of Duties Performed - Duties may include but are not limited to the followingEstablishes and leads Metro & Community planning projects and determines, advocates for and deploys resources.Oversees the City's neighborhood, area, and corridor planning program, supervising technical staff and managing the resources necessary to help realize the community's vision for a beautiful, sustainable and thriving community. Manages projects from inception to completion, including project scoping, research and analysis, public engagement, coordination with city and partner agency staff, plan, code, and policy writing, budget management, and managing the local adoption and approval processes. Manages consultant contracts.Supervises two to three project staff and coordinates with other planners and designers in a team environment.Participates in the Metro & Community Planning leadership team with the Senior Planner - Growth Management, Senior Planner – Urban Reserves, and Principal Planner.QualificationsAny equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be: Minimum Qualifications:Experience: Five years of progressively responsible professional planning experience. Training: A Bachelor's Degree in Planning, Architecture, Urban Design or related experience. A Master's degree in one of these fields is preferred. Key Qualifications:Experience working with a diverse team of professionals in environmental sciences, engineering, architecture, planning, GIS, etcEffective written/verbal communication and organization/analytical skillsExperience implementing projects funded by state/federal grant programsExperience managing complex multi-year projectSupplemental InformationLicense:Valid Oregon driver's license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).Selection Process: Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required.
